Does cold weather triggers skin rashes?

cold weather triggers skin rashes|||in some cases....but it depends on your skin....my skin get's very dry in the winter but some say summer triggers skin rashes. if you moisturize it daily then there shouldnt be a problem.|||yes it can,not only that but cold weather dries your skin out causing it to itch,you scratch,causing a rash yourself.
