Dry skin or rash?

I have a red, dry irritated patch under my left breast. It's been there for a couple of months. I put lotion on it occassionally but it doesn't seem to help at all. It gets worse, then starts to clear up, then gets worse again, but never fully goes away. There's also a red patch under the right one, but not as bad. Anyone know what could be causing it and what I can do about it?
