Rash and extreme skin irratation in strong sunlight?

When i go into strong sunlight or go to the solarium, i develop a rash, that covers my body, especially my upper chest and arms, it's red bumpy that would appear to be a sunburn, but will go away after i am no longer in the sun. In addition to this i get extremely itchy skin, it is almost like a constant pins and needle sensation, which is further aggitated by touching or scratching it, it is so extreme that i cry in pain. Also, I wear 60 spf sunscreen while in sunlight, but it does not help. Does anyone have any ideas what it could be, or any ideas how to treat it because i would like to go for a vacation to disney world, and July is the only time i got off.|||Try out the link here, might be informative.
